
Phoenix House Statement Regarding UCLA Report on Proposition 36
LOS ANGELES, CA, April 5, 2006 – Elizabeth Stanley-Salazar, Vice President of Public Policy for Phoenix Houses of California, today said:
“From our perspective as a treatment provider for Proposition 36 clients, the program has been a success. A significant number of individuals who otherwise would not have received treatment, have entered our programs since 2002. We have found that these individuals are as receptive to treatment and as likely to succeed as any of our clients. Given the extra motivation of Proposition 36, many individuals have completed the program drug-free and employed and their treatment has cost far less than incarceration would have. While we understand that legislators must make adjustments to the program based on what we have learned today, we urge them to continue to support this innovative and effective program that has had such a positive impact on so many lives.”
